What is a MID-compliant meter (Directive 2014/32/EU)?
The Directive 2014/32/EU (MID) harmonises at European level the essential requirements applicable to certain measuring instruments, including those for active electricity meters.
From a technical perspective, a MID accountant:
- It has passed a conformity assessment procedure laid down by the directive.
- Meets requirements for accuracy, stability, electromagnetic immunity and environmental conditions.

Relationship between State metrological control and MID
Although related, the State metrological control and the MID Directive operate at different and complementary levels:
- The directive MID regulates the design, manufacture and conformity assessment of the product at European level.
- The State metrological control regulates their use and control in service on national territory, including subsequent verifications where appropriate.
In the case of charging stations regulated by the Order ITU/1475/2024, In addition, it is not sufficient to integrate a MID-compliant meter: the complete system must comply with the technical requirements set out in the relevant annex and be subject to the controls provided for by Spanish regulations.
Thus, MID conformity constitutes the metrological basis of the instrument, while the metrological control of the State guarantees its correct use on the Spanish market.
Evolution of the European Framework: Directive (EU) 2026/706
The regulatory framework described above is currently based on Directive 2014/32/EU (MID), which is the European pillar for conformity assessment of measuring instruments.
However, this framework has recently been updated by Directive (EU) 2026/706, published in the Official Journal of the European Union on 20 March 2026.
This new directive introduces changes to the MID in relation to various measuring instruments, including systems associated with electric vehicle power supply equipment, as well as electricity, gas and thermal energy meters.
From a regulatory perspective, this update reinforces the evolution towards a broader approach to metering, which takes into account not only the individual instrument, but also its integration into systems involved in energy transaction processes.
Directive (EU) 2026/706 must be transposed into national law by 10 April 2028. After that date, an adaptation of the Spanish regulatory framework is foreseeable, including the regulatory development associated with the State's metrological control.
In this context, the current framework remains fully valid, although it must be understood within an evolving regulatory environment at European level.
